Updated 21 minutes ago When John Resetar was sworn in as Lower Burrell's first police chief on Aug. 1,1960, there was no 911 phone system or even police radio. Officers did not wear bulletproof vests, and the city had one patrol car. Yet filing and operating procedures he implemented were still in operation 23 years later when he retired.
