In 2011 Bwanika joined Wakiso district local government where he was a first timer just like Kabafunzaki was as Makindye Sabagabo councilor. As LC5 chairman, Bwanika was faced with a dilemma of naming a cabinet (DEC) from among NRM councilors who were the majority. Kabafunzaki was among them.
