NEWPORT – The water had already started rising in the single-story apartment where Frankie Petrick was babysitting when the men knocked on door to tell her to evacuate. Right about then, the childrens’ parents arrived, and loaded their kids into their car to head for “hospital hill” as directed. Petrick, however, had her own car and other ideas.
