Pope Francis on Monday selected one of his new cardinals , Joseph W. Tobin, to replace the Newark, N.J., archbishop who was criticized for allegedly mishandling a sex-abuse case and spending lavishly on his retirement home. Tobin will succeed Archbishop John Myers, who reached the mandatory retirement age of 75 in July.
