survived refugee camps and prison. Friends say he had overcome that past but was struggling with a personal loss when an El Cajon police officer shot and killed him Tuesday. Some have said mental illness played a role in that tragic encounter, noting that Olango had been behaving in an erratic manner immediately before the shooting.
