Jim Flaherty, a former Allegheny County commissioner and Pennsylvania Commonwealth Court judge who spent his career in public service championing causes for the common man, died Thursday. He was 85. Relatives said Mr. Flaherty was surrounded by his family at the Cancer Treatment Center in Philadelphia when he died from complications of melanoma.
