Jean-Baptiste Bagaza, a former president of Burundi who ruled his small central African nation for 11 years in the 1970s and 1980s, a period bookended by coups and marred by suppression of the Catholic Church, died May 4 in Belgium. He was 69. Mr. Bagaza had been receiving medical care in Belgium for the past two weeks.
