AMNESTY demanded an inquiry, but Prime Minister Malcolm Turnbull repeatedly rejected any suggestion of illegal conduct. The Amnesty report, titled "By Hook or By Crook" claims Australian officials in May paid $US32,000 to six people smuggler boat crews transporting 65 asylum seekers to New Zealand to return to Indonesia instead.
