Another flashpoint in an ongoing power struggle. Last November, Poland (together with Hungary) threatened to veto the EU’s 2021-27 budget and coronavirus recovery fund following controversy over a proposal to link the disbursement of Union fiscal transfers to “rule of law” conditionality.
