MASERU -IN November 2016 Khotso Letsatsi, then Communications Minister, dispatched a stern letter to the Lesotho Communications Authority (LCA). Letsatsi wanted the LCA to order Vodacom Lesotho (Vodacom) and Econet Telecom Lesotho (ETL) to shut down Facebook and Twitter.
