THE foreign minister is in New York shoring up support in the United Nations for an international criminal tribunal to investigate the disaster that killed 298 people, including 39 Australian citizens and residents a year ago. She has the backing of a majority of UN Security Council members except Russia, which has indicated it will veto the move.
