Justice Secretary Menardo Guevarra on Friday defended the decision of the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases to limit church-goers to 10 in the National Capital Region (NCR) despite the supposed eased restrictions under the general community quarantine (GCQ).
