Kapa International Ministry Inc. founder Pastor Joel Apolinario was arrested along with 21 of his men Tuesday morning in their hideout in Lingig, Surigao del Sur, after a brief encounter with police operatives. Two of Apolinario’s bodyguards were killed in the encounter.
