Black Lives Matter mural. "We've seen in many places 'Black Lives Matter' murals painted on streets. These are usually legal via city permits. Is something like this in the works or even possible in Champaign-Urbana?" Champaign City Manager Dorothy David said the city doesn't have a permitting process to allow murals to be painted on city streets.
