Solicitor General (SolGen) Jose C. Calida said on Wednesday that the Congress should be blamed for the closure of television giant ABS-CBN because it sat on the network’s renewal application since 2016. “The question we should be asking is, why hasn’t the Congress acted on it? Who is at fault here?” Calida asked.
