Putin hailed a lockdown declared Monday in Moscow and warned that other regions should prepare to take similar steps. Speaking to his envoys in Russian provinces in a video call, a stern-looking Putin says they will bear personal responsibility for the availability of hospital beds, lung ventilators and other essential equipment.
