BATESVILLE — The University of Arkansas Community College at Batesville and Lyon College will partner to present the fourth annual Black History Month Celebration at 3 p.m. in Independence Hall at UACCB. The keynote speaker will be state Sen. Joyce Elliott, D-Little Rock.
