He was replying to claims made by Fianna Fáil agriculture spokesman, Éamon Ó Cuív, that funding was being drained from "truly rural areas" in the country and redirected to more urban and semi-urban districts. Ó Cuív said the distribution model being used by Minister Kelly would result in a misappropriation of these funds.
