WASHINGTON — The director of the Secret Service faced bipartisan criticism from lawmakers on Tuesday as he appeared before Congress for the first time since two agents were accused of getting drunk and driving their car into a White House barricade. The March 4 incident prompted another round of embarrassing stories about the embattled agency.
