As possible power shutoffs loom across much of the Bay Area, cities are preparing to help thousands of residents survive without power for up to seven days. Utility PG&E issued shutoff warnings on Monday that could affect an estimated 600,000 PG&E customers, including about 257,000 in the Bay Area, starting early Wednesday morning.
