They knew the hundred-year-old infrastructure to manage the city’s water and sewage was decaying, but they were less inclined to spend money on underground pipes and retrofitting than on flashy new buildings and eye-popping projects that would feed egos and woe voters. Not only is managing raw sewage and dirty water not sexy, it is expensive.
