SIOUX CITY | Robert Wayne Dowd, 57, formerly of Sioux City, passed away Dec. 28, 2014. Services were held on Jan. 18, 2015, in Lacey, Wash. Robert Wayne Dowd was born on Nov. 21, 1957, and raised in Denver Colo. He joined the U.S. Navy one day after his 17th birthday, where he was assigned to the SS Goldsborough.
