MANILA - Manila Mayor Isko Moreno on Thursday said he would not allow a supposed plan for the construction of a highrise behind the Quiapo Church. The previous city administration, he said, approved an initial plan for the construction of a 9-story commercial building some 10 meters from the rear of Quiapo Church.
