ALBANY — State lawmakers, amid a swirl of more than 400 pieces of legislation okayed the last several days, rushed Thursday night to end their 2019 session with new deals on farmworker rights, new workplace sexual harassment protections and the death of a measure that would have driven up the costs of upstate economic development projects.
