Pope Francis is making an appearance at the Sinulog in Cebu after all. But it's not quite Jorge Mario Bergoglio in the flesh - rather, it is one of the floats in the festival. A photo posted on Instagram by GMA Cebu's Chona Carreon showed the image of the pope, with his right arm extended, as if giving a blessing.
