MANILA - A Church official has added his voice to the opposition against Smartmatic’s bagging a P1.2 billion contract to refurbish the precinct count optical scan machines for the 2016 polls. In an interview with Radio Veritas, Manila Auxiliary Bishop Broderick Pabillo believes the contract is suspect.
