BANGKOK — Shares opened higher in Europe on Thursday after a mixed session in Asia following the Federal Reserve's decision to cut its benchmark interest rate for a second time this year. Germany's DAX edged 0.1 percent higher to 12,406.82 while the FTSE 100 in Britain advanced 0.2 percent to 7,331.84.
