Stocks in Asia mostly traded higher Tuesday afternoon, as the People's Bank of China published its new loan prime rates which would result in cheaper borrowing costs for companies. Mainland Chinese stocks edged up by the afternoon, with the Shanghai composite fractionally higher and the Shenzhen component rising 0.
