SPRINGFIELD — The second-story apartments in a historic downtown Springfield building have been empty for nearly 30 years, but that is expected to change soon. David Loveall, a photographer turned developer, and his partners earlier this year bought the 106-year-old Stevens-Perkins Building at 330 Main St.
