PORTSMOUTH, Va. (WVEC) -- Councilman Mark Whitaker was arraigned on charges of Identity Fraud, Forgery, and Uttering (passing) of a Forged Check Monday, although Whitaker, himself, did not appear in court. A special grand jury indicted the councilman on April 20.
