This month, Birdwell, whose senatorial district includes Waco, laid aside his dogged campaign for an Article V Convention just long enough to push Senate Bill 522 , which would allow county clerks across Texas to recuse themselves from their duties on religious grounds if confronted with couples applying for same-sex marriage licenses.
