PORTSMOUTH, Va. (WVEC) -- A special grand jury indicted Councilman Mark Whitaker on several charges Thursday. The special grand jury began investigating the activities and the finances of a company, church, and defunct federal credit union to which Whitaker has ties on Tuesday.
