Rowland Foster leaves district court after charges were dismissed against him Wednesday, April 19, 2017 in Bernville, Pa. A district judge today dismissed charges against grandfather and pastor Foster, accused of failing to report suspected child neglect that authorities said led to the death of Ella Grace Foster, his 2-year-old grandaughter.
