RICHMOND, VA (WWBT) - Richmond Commonwealth's Attorney Michael Herring says he cannot recommend filing criminal charges for the possible conflicts between Richmond Mayor Dwight Jones' church and city government due to "the lack of evidence to establish probable cause" for criminal conduct.
