PORTSMOUTH, Va (WVEC) -- Carolyn Jordan's son lives in Portsmouth's now saturated Swanson Homes neighborhood. "Terrible, I had to pick him up from a boat yesterday," said Jordan. That's because flood waters from Hurricane Matthew ravaged the public housing last weekend.
