CEBU City Councilor Pastor Alcover Jr. yesterday filed a string of graft complaints against Mayor Tomas Osmeña before the Office of the Ombudsman-Visayas. Alcover asked Deputy Ombudsman Paul Elmer Clemente to investigate Osmeña and place him under preventive suspension.
