Joanne Vasco, 80, an office assistant and civil rights activist who graduated from college and earned a law degree in her 40s, beginning a second act as a criminal-defense lawyer in Washington, died May 16 at her home in Hyattsville, Md. The cause was congestive heart failure and acute kidney failure, said a son, Michael Salter.
