The delicate racial politics of Chicago was on full display Wednesday as Cook County commissioners decided to put on the November ballot a question asking voters whether the recorder of deeds office should be folded into the clerk's office. The recorder is Karen Yarbrough, who is African-American. And the clerk is David Orr , who is white.
