WASHINGTON (AP) — The Obama administration says it won't determine whether the Islamic State group's persecution of Christians and other minorities is genocide by the March 17th deadline set by Congress. A genocide determination could require additional U.S. military or diplomatic action, or prompt a referral to the U.
