A POWERFUL category-five tropical cyclone, being described as the strongest on record in the southern hemisphere, is bearing down on Fiji’s outer islands with hurricane-force winds averaging 230km/h. The Fijian government has declared a State of Natural Disaster for 30 days beginning Saturday.
