The tiny community of Sandbranch, just nine forgotten blocks in far southern Dallas County, seems like the sort of place most people would be desperate to escape. There’s no sewer service. The yellow well water that pours from the faucets is unsafe to drink. During heavy rains, the few dozen homes here are at risk of flooding.
