Altoona - A local man says he wants to open a Christian recovery house for addicts and substance abusers in Altoona. Pastor Jim Litzinger says he's trying to raise money to buy and renovate a former personal care home on 7th avenue and 23rd street in Altoona. He plans to offer an 18-month program featuring counseling, Biblical studies and training.
