WEST ASHLEY, SC (WCSC) - A twelve-year old West Ashley boy was struck by a car Monday morning and Charleston Police say the victim is at fault. Family members say Kenny Schaffer was on his way to his school bus stop, when he was hit at the intersection of Highway 61 and Parsonage Road. "The neurosurgeon said Kenny escaped death.
