PORTLAND, Ore.— An arrest warrant has been issued for the former CEO of a Portland nonprofit for allegedly embezzling roughly $70,000. Clayborn Collins, 50, is facing one count of aggravated theft. Collins served as chief executive of Emmanuel Community General Services.
