Freak snowfall and a fierce storm from the east combined to give Torbay a lashing from the weather earlier this month. Drivers had to abandon their cars in the snow, and sea defences were damaged by the pounding waves. With Storm Emma at its height, Torbay Council's services came under increased pressure to deliver.
