THE Cebu City Council wants Mayor Tomas Osmeña to provide a clear definition of counterflowing under his Executive Order (EO) 34. “Is counter-flowing and reckless driving the same? Are there any exemptions to the rule, all kinds of counter-flowing tantamount to a violation of his EO?” said Councilor Pastor Alcover Jr.
