AUSTIN — Gov. Greg Abbott has named a new chairman to oversee the board of the Texas Juvenile Justice Department. Judge Wesley Ritchey of Dallam County, who has served on the board for one year, will replace current chairman Scott Fisher, Abbott announced Monday.
