MEMPHIS, Tenn. - A new city council ordinance addressing permits and more advanced notice has drawn swift criticism from activists. Some activists claim the move will suppress protests and free speech.
The ordinance would require organizers to apply for a permit 90 to 180 days before a race or parade.
