The Air Force never submitted Devin Patrick Kelley's criminal history to the FBI, Trump administration officials tell the Associated Press. Kelley is accused of walking into the First Baptist Church in Sutherland Springs, Texas, in black tactical gear with a military-style rifle and killed 26 people and injured 20 others.
