The Rev. Jawanza Colvin and the Rev. Richard Gibson hold out their arms as if awaiting handcuffs in May when City Council leadership refused to accept petitions to compel a vote on The Q renovation deal. The Ohio Supreme Court later compelled council to accept the petitions, though no vote has yet been taken to put the issue on the ballot.
